Orchard View-Duplex development approved despite massive community opposition:

A 20-storey apartment building at Orchard View and Duplex was approved at Toronto Council on Aug. 25. This despite several petitions being submitted to council, two by Councillor Michael Walker. The approved development is 1,000 percent greater than what is permitted for the site and is denser than any building at the Yonge & Eglinton Centre. The Yonge & Eglinton Centre is designated for intensification, whereas the Orchard View Duplex site is not. The Working Group, made up of community members and two community associations, unanimously agreed on amendments that were not carried by Councillor Stintz at North York Community Council. Instead, amendments that were more favourable to the developer were submitted by the councillor who claimed erroneously that they were agreed to by the Working Group.

The development is particularly troublesome to the Stanley Knowles Cooperative, a subsidized housing development built on top of the library on Orchard View Boulevard. The applicant was given approval to build up the property line of the library which effectively denies any further development of future affordable housing on the library site. The development also towers over several two-storey houses to the north on the same block. ARECA and the Stanley Knowles Coop are progressing with a complaint to the Toronto Ombudsperson. A challenge at the Ontario Municipal Board is also being considered.
